Field Notes: A First-of-its-Kind Floating Transit Project through the Eyes of an Engineer

There’s something special about transportation projects and the impact connectivity can have on a community. With greater connectivity comes greater access to healthier lifestyles, vital resources, and a wider range of opportunities. For public transit and infrastructure, this is especially true.

The Sound Transit East Link Extension project, which is designed to expand the light rail connection between Seattle, WA and its surrounding area, certainly fits this notion. As an analyst within our project controls group, our team has had the opportunity to bring efficiencies through tools and data to the development of this unique public asset.

I was honored to also have an opportunity to visit the project site itself, which I’d spent the last few years of my life working on from afar. What I found in this one-of-a-kind rail transport that features a floating bridge only reinforced my view of this feat of engineering, and my pride in being part of it bringing value to the community it aims to service.

Welcome to Judkins Park Station: Through the Eyes of An Engineer

Judkins Park Station (or JPS), located on 23rd Ave S, in the center of I-90, is one of the stations within the E130 scope and one of ten under construction within the 14-mile Eastlink Extension.

The access to this station allows the community to commute from Seattle to South Bellevue via light rail. JPS is right across the street from the Northwest Jimi Hendrix Park and is designed for people to walk, bike, or bus directly to the station!

Experiencing the East Link Light Rail

The Light Rail runs from the International District in Seattle, through Mount Baker Tunnel, to Mercer Island and concludes at Redmond. The Eastlink Extension creates yet another way for folks to commute without leaving behind a carbon imprint on our environment. The station itself is beautiful, and has a special flow of artwork and intentional landscaping throughout.

A Unique Design to Connect Communities

In the eye of an engineer, the project as a whole is a tangible form of beauty. The I-90 bridge is made up of several pontoons with a density less than water, allowing them to literally float! As astonishing as that may be, the bridge carries large volumes of traffic flow daily and will soon be carrying the additional weight of the light speed rail.

One of the most fascinating pieces of this experience is that the design of the light speed rail had to account for the water displacement caused by the weight of the materials and equipment required to build the tracks for the light speed rail. Additionally, the design had to account for the respective impacts on the bridge itself prior to construction.

Sound Transit East Link Light Rail

The Sound Transit East Link Extension travels from Seattle’s International District to Judkins Park, providing an east-west connection between the city and the Eastside’s largest population and employment centers. In leading project controls, Otak managed program elements from start to finish, including design-build procurement, schedule analysis, and risk management to deliver this vital transportation asset.

Streamlining Project Programs for a Vital Community Connection

Crossing I-90 to Mercer Island and into downtown Bellevue, the East Link Extension passes through the Bel-Red area, en route to the Redmond Technology Station, and ultimately downtown Redmond. The rail provides improved connectivity between the area’s largest population and employment centers. It includes 12 stations, four parking garages, tunnels in downtown Bellevue, Mercer Island, and Seattle, and long-span bridges crossing over I-405 and I-90. The project controls group has led every contract package in the East Link alignment. This included developing a fast-start team and supporting its growth, systems, and planning, taking the consultant team from three to 150.

SR520 HOV and Bridge Replacement Program

The SR520 Program involved three major design-build projects including a pontoon fabrication contract valued at over $300M, bridge replacement and HOV project at over $800M and highway expansion project at over $350M. Work included three major bus transit stations, signalization, communications, maintenance base and toll systems.

Complete Support for Large Transportation Program Goals

In accordance with WSDOT manuals and guidance documents, the SR520 design build program totaled $4.6B and required significant advising, business and construction support. Otak worked with all partners in developing, implementing and executing initiatives, plans and support for permitting, design and construction delivery. The firm provided eight full time staff in roles ranging from inspection, scheduling and program management to claims, compliance and progress reporting. This included responsibility for all weekly, monthly, and quarterly reporting related to program delivery, finance and executive briefings.

Staff Spotlight: Adreanna Broussard’s Path of Identity, Disruption and Pushing Boundaries in Professional Engineering

Otak takes pride in highlighting new members of our team who remind us of our core values. Meet Adreanna Broussard, project controls analyst with TWG, and the subject of today’s staff spotlight.

Craving Disruption

Adreanna Broussard knew from an early point in her career she wanted to play an active role in the built environment. A voracious learner, she had early dreams of getting into architectural engineering, however the University of Texas at San Antonio, her alma mater, did not offer that degree. Faced with uncertainty about her next steps, she leaned on her family for guidance.

“I craved the disruption that civil [engineering] provides. It’s a comfortability with being uncomfortable that has made me a better professional and better able tackle challenges within a constantly changing industry.”

With her father an electrical engineer and her mother a nurse, the values of hard work and determination saw her take an interest in civil engineering. Adreanna identified the value of the field as part of the same world, where she could make an impact on how communities are built and experienced. She was drawn to the dynamic factors of the profession. In her words, “I craved the disruption that civil [engineering] provides. It’s a comfortability with being uncomfortable that has made me a better professional and better able tackle challenges within a constantly changing industry.”

What is a Professional Engineer (PE)?

A PE, or Professional Engineer certification, signifies that one is recognized by the state as an owner of their work and an expert in the field. Adreanna says a PE opens the doors of the engineering world, enabling those who earn it to work independently, as a consultant, or as an integral member of different firms helping guide projects along. Upon gaining the certification, she will be able to officially sign and stamp official documents as the PIC, and further elevate her aspirations of becoming a luminary in the industry.

Applied Learning

Adreanna credits her hands-on work in civil engineering after completing her degree for making her the well-rounded professional she is today. With an understanding of how projects work on the ground level, she’s able to make quick decisions and see the big picture. As a current project controls analyst, she’s responsible for scheduling, monitoring cost, and managing a wide scope of factors that come with reporting on a project’s lifecycle. However, like a true Otakian, she seeks to continuously improve and grow her skillset. She’s currently doing this by studying for her PE exam, with plans to take the test in November.

Practicing Preparation

When asked about her approach to preparing for the exam, Adreanna emphasizes while studying is important, it goes deeper than textbooks, and she draws on her experience from the totality of her career. She’s seen firsthand and worked with the people who bring design plans to life, and her early opportunities allowed her to wear many different hats, gaining experience with every aspect of the design-build process from paperwork to planning.

Like her, the test is practical. A believer in the power of education and like a true engineer, she loves to learn and take things apart, understanding the science and the art behind building a structure. There’s also an ethical component to the exam, which aligns deeply with her belief in equitable placemaking and community building. Unafraid to bury herself in a practice test or book, Adreanna’s tenacity gives her confidence and motivation to keep studying, to keep working, and keep being the best she can be.

Identity and Aspiration

While looking to elevate herself within the industry, she is also mindful of the space she inhabits within it. It’s no secret the AEC industry, especially in positions of leadership, lacks a diversity and depth of perspective from female leaders as well as leaders of color. She acknowledges this reality, yet views it as an opportunity to rise to the occasion. For this, she relies on experience she’s gained outside of work as a Division I NCAA basketball referee. A similarly male-dominated world, she is well-versed in making her voice heard, her decisions final, and her respect earned not just from her identity, but her experience as a professional. Being a referee taught her how to be accountable, how to carry herself with a professional demeanor, and how to navigate complex and high-stakes situations. She says she draws on this experience almost every day. Adreanna wants to be that leader that breaks the ceiling, and knows what she brings to the table.

Adreanna’s Role Within Otak

To say Broussard’s experience is valuable would be an understatement. She knows her value, and was seeking an employer who understood it too. Dave Hawkins, principal at TWG, knew this and brought Adreanna on without hesitation. When asked about her experience since coming under the Otak umbrella, she emphasizes her appreciation for our community of people, our culture, and our network to which she now has access. Otak is proud to have someone like Broussard among our ranks, and her value, especially from us, will only grow as she grows.

When asked what she would tell potential engineers looking to advance their careers, her advice is to be patient, go at your own pace, and be aware that not all journeys are linear. Every experience is unique, and Broussard emphasizes that her journey, while different, only makes her a stronger professional and a better person.

Team Spotlight: Project Controls

Otak continues to grow the depth and breadth of our capabilities. With the acquisition of Tarr Whitman Group (TWG), an advanced project controls firm, it enables us to unveil a new practice area to better serve our clients and aid them in making informed, data-driven decisions at all stages of a project’s lifecycle.

What is project controls, and what is advanced project controls?

Project controls is scope, schedule, and budget. It is the core of project and contract management for projects. But how does this help our clients?

According to TWG President Walter Tarr, project controls comes down to data management and communication. Our new team members specialize in reporting on projects and programs. They help define the success metrics and reporting systems for project managers, clients, and other stakeholders in a digestible fashion, allowing for quick decisions that are rooted in data science and relevant forecasts on things like cost impacts, notices, timelines, and risks involved in a project. Advanced project controls means our new team can provide the software, systems, resources, and processes for large projects and programs.

See a Need, Fill a Need

Tarr saw the need for this service early on in his career. He noticed while working at a construction management firm that larger organizations weren’t getting the most out of their data, or were often making decisions that were reactive, rather than proactive when it comes to project and contract management. Thanks to existing relationships with owners and decision-makers at other firms and the niche market in which it existed, TWG was born as a one-stop for project controls services with both him and Dave Hawkins at the helm.

An Art and a Science

Tarr emphasizes that while project controls is highly technical, there’s an art to it as well. Professionals in this sphere need to be jacks-of-all-trades, having a deep understanding of factors like scheduling, software, cost, construction management, design, and risk management around a project. Greater still, one must be able to communicate this information so PM’s and PIC’s can make decisions at a glance. It’s a trade that involves both macro-level understanding and micro-level attention to detail. To Tarr, TWG is more along the lines of being business managers, helping stakeholders understand where their project as a business sits, and addressing both known and unknown issues—a concept that’s rare in the industry today.

The Differentiator

To tackle the herculean task of making sense of multi-million (and sometimes billion) dollar programs, Tarr created Projectcontrols.online, as simple web app born out of a dissatisfaction with existing project reporting system tools and their pricing structures. Most of these tools try to solve the same problem of how to roll up and monitor projects in an easy way, and Projectcontrols.online does just that in a way that doesn’t require endless input from the user. What’s more, the app allows for easy communication of results which is suited for PM’s concerned with the day-to-day. By utilizing project controls, those same PM’s can look ahead and begin to make projections anywhere from one month to one year ahead of time. Firms immediately saw the value in Tarr’s work, and TWG got brought onto high-profile projects as a result.

The Projects

SR 520 for WSDOT – floating bridge program

To view TWG’s body of work is to become acquainted with some of the most high-profile programs in the Puget Sound region. The Sound Transit Eastlink Program, Lynnwood Link Light Rail, SR 520 for WSDOT, and the Port of Seattle are all examples of the exemplary work TWG has done as part of Otak’s broader portfolio of projects. These huge projects align with TWG’s business model—land programs with high capital allowances and high price ceilings. The combination of the work and the approach have made TWG successful.

The Team and the Future

When asked about essential members of his team that make TWG’s work possible, Tarr immediately recognized Brian Muñoz, Warren Jordan, and Tim Sattler as key players in the project controls division who allow the firm to deliver on its promises. As projects only get larger and more complex, Tarr sees the need to continue to grow his team to meet the demand for project controls in the industry as a whole. With greater access to private work via the merger with Otak, Tarr is confident that the relationship will continue to bear fruit and ultimately make both firms stronger.

New Employee Spotlight: Dave Hawkins

Our #EmployeeSpotlight shines on a brand new Otakian, one who has already enhanced our capabilities just by coming on board. Please give a warm welcome to Dave Hawkins, Principal at Tarr Whitman Group (TWG), a new division of Otak!

The Making of an Industry Leader

Dave is a graduate of the University of Washington (UW) with a B.S. in Building Construction, along with an MBA from the UW’s Foster School of Business. Dave’s connection with the UW runs deep, as his father even ran the College of Engineering. His career has spanned over 25 years on both the contractor and owner sides helping deliver some of the biggest capital projects and programs in the Pacific Northwest. He describes his expertise as the intersection of business and engineering, and his background includes contracts, value engineering, risk management, scheduling, and change management among others. Dave also loves the outdoors. He leads Canyoneering trips with the Seattle Mountaineers and is trained as a river raft guide. With more than enough experience under his belt and a shared love of natural spaces, Dave and the TWG team seemed like a prime fit into the Otak family.

New Horizons, New Services

Dave and the rest of the TWG team joined Otak in January 2022, and they have already hit the ground running in making our service lines stronger. The addition of TWG comes with the unveiling of Otak Project Controls. When asked what excites him about joining Otak, Dave said,

“Otak has an outstanding leadership team. We were impressed with the Otak team immediately. Otak and TWG plan to grow together and pursue what TWG does best – deliver mega projects and programs.”

To us, the feeling is mutual. We at Otak were immediately impressed with not only Dave as a leader, but also the TWG and their extensive, far-reaching body of work.

Past experience equals future success

Dave and TWG bring with them extensive program work at the Washington State Department of Transportation (WSDOT), Sound Transit, the Port of Seattle, Amgen, Microsoft, and even on the Blue Origin Rocket Program. Their legacy in the area has already expedited Otak’s access to major work programs across the Pacific Northwest. In the Puget Sound region, TWG has given Otak a platform for the growth of its construction management vision thanks to their existing relationships within the project controls sector. When asked about TWG’s past success, Dave gave deference to Walter Tarr, their President and CEO:

“Walter Tarr started the company 16 years ago and is a big part of our past and current successes. We also hired smart people who did great work. That great work built a lot of trust with our clients. Those clients keep coming back to us and asking us to do more.”

We wholeheartedly agree. Otak prides itself on being a team of leaders, and when more leaders come into the fold, we only get more agile, and more experienced.

The Same Great Service, Only Bigger

Dave stresses the importance of maintaining existing relationships with TWG clients, adding that as Otak becomes more capable, TWG does too:

Over time we believe our clients will come to understand that joining Otak brings additional service offerings that go way beyond what TWG has done for them. Our team now has the depth and breadth to prime bigger projects, get involved earlier in programs, and bring more service offerings to our existing clients.

It’s go big or go home at Otak, and when we find someone who exemplifies that value, we can’t help but find a way to bring them on board. We’re glad to have Dave and his team among our ranks, and there is no doubt that Otak and TWG will continue to grow together under the same umbrella.

Ogden Middle School Renovation in Oregon City, Oregon

While the return of students to classrooms across the country this fall is in a state of flux due to the pandemic and COVID19, school districts across the region have been moving forward with construction and renovation projects supported by voter-approved bonds. One such project in Oregon City is the Ogden Middle School remodel and expansion which broke ground in March and is slated to be completed in time for the 2021/2022 school year.

DAY CPM has been the owner’s representative for the Oregon City School District, providing bond oversight and guiding the 34 million dollar renovation of Ogden Middle School. DAY CPM’s Stephen Wasserberger, bond manager and senior project manager, and Tracy Goodman, PM CM, have been working with district leaders, including Superintendent Larry Didway, project architects and general contractors since early 2019 to ensure the newly envisioned middle schools will satisfy the vision set forth by the district and the community.

The passage of the bond at the end of 2018 “presented a generational opportunity for the district to invest in the future and to reimagine the way middle school students are taught,” Stephen stated, adding that “it has been exciting to be a part of such a significant project in our community.” The DAY CPM team is providing budget oversight, managing the scope of the project and the schedule, acting as a liaison between the design team and the owner, and orchestrating the complex logistics inherent with moving classrooms. They have been involved every step of the way, initially advising the district with pre-bond services to both meet the vision and allow for contingencies.

During the design phase, in January of 2019, Stephen and Tracy, along with the team of designers, Superintendent Didway, and other school officials and teachers visited six schools in San Diego. The targeted schools are on the cutting edge of public education and are setting the example for the rest of the country with their successful implementation of design-thinking method, which is student-centered, project-based learning. The new Ogden Middle School design will incorporate much of what these leading schools have set as the new standard and it will become an example for other schools in the region to follow.

Oregon City Middle School students also participated in the design phase and were able to share their own needs and goals, as well as their anxieties and concerns. “Involving the kids was a crucial decision and instrumental to the overall design,” Stephen said. For example, “we learned how important a connection to the outside and nature is to their positive school experience.” The newly renovated school will include ample natural light and connections to the outdoors.

The Bond project includes two middle schools. In addition to the remodel of Ogden Middle School, the project is replacing Gardiner Middle School with a new state of the art 78 million dollar facility. Originally the two projects were going to be staggered, but to keep costs down, minimize disruption to the teachers and students, and better meets the goals of the District, the two projects have moved forward in tandem. This is also allowing the district to address concerns of equity and parity. DAY CPM is also involved with move-management – taking everything out of the classrooms to a staging area in the gym, then moving everything into modular units, and finally back to the new classrooms.

The team at DAY CPM is also overseeing the procurement of all the furniture, fixtures and equipment for both schools, based on the architect’s specs and a “furniture fair” the team held to get feedback from teachers and students. As Stephen points out, “the district is really making an effort to support the teachers and help them be successful in the new schools.” To that end, a life-size, 3-D mock-up of a learning neighborhood was built in the old high school gym. The furniture fair was held in the model neighborhood, where teachers and students were able to try out the furniture and also become more accustomed to the new classroom setting.

Both schools are projected to be completed in time for the fall of 2021, and teachers will be able to move into their new classrooms in August 2021. They will have a full month to get set-up,  acclimate to the new space, and learn how to function and teach in the new classrooms.

ENR Names Otak To Top 100 Construction Management/Program Management for Fee List

Otak has been named a Top 100 Construction Management/Program Management for Fee company by the Engineering News-Record. Otak ranked 85th this year, a jump from last year when the company was unranked.

ENR ranks companies based on total 2019 revenue in $ millions for both domestic and international project/program management services performed as a professional service for a fee.

Otak has seen, as referenced in an article by ENR, that the use of professional services firms to plan and deliver projects is increasing. Complex planning, financing, and cost estimating is becoming the norm and necessitates more efficient and cost-effective delivery. The use of professional service firms is seen by owners as the best solution. Firms like Otak can provide additional expertise that may not be found among owners’ available resources. 

The rise in use of professional service firms is reflected in this year’s ENR Top 100 Construction Management-for-Fee and Top 50 Program Management Firms list. Revenue for the CM-PM group in 2019 was up 2.7%, to $24.43 billion in 2019 from $23.78 billion in 2018. Domestic revenue from their work was stronger, rising 3.8%, to $18.88 billion. The gains were, however, not seen in foreign projects and programs that fell 0.6%, to $5.54 billion in 2019.

Looking ahead to next year, there is uncertainty due to the impacts from COVID-19, however, Otak’s work has remained steady as we have benefitted from our strong reputation and from being located in states that deemed construction essential. We anticipate being listed among the Top 100 again in 2020. 

Otak Partners with Earth Day Oregon to Support Nonprofit Depave

Times are challenging as we all face the impacts of COVID-19. But as our day to day lives have been disrupted, mother nature continues on unabated. Flowers have come up, migrating birds have returned, and temperatures are rising. 

In recognition of all that nature provides, Earth Day is celebrated throughout April. While this year there won’t be group events as we practice social distancing, Otak is still taking this time to celebrate the great outdoors. 

Otak has again signed on as a business partner for Earth Day Oregon to recognize, support and celebrate our planet and those organizations that work hard every day for our natural world.  Through Earth Day Oregon, Otak donated to Depave, a nonprofit that works to turn paved spaces into greenspaces to create more livable cities. We understand the environmental and social benefits greenspace can have and gladly stand behind and have volunteered for the many projects Depave has undertaken to green the landscape of Portland. We look forward to working together with Depave on its next project. 

On the homefront, Otak’s GO Committee and Operations Team remind us that Earth Day is really every day and there are things we can do in our daily lives to get back to nature. 

    1. Start a small garden. You can build raised beds in your yard, or simply pot some herbs and veggies to grow on your porch.
    2. Bike and walk more. Do you live near your local grocery store? Consider if it is possible to walk or bike for your next trip to the store (while following proper PPE and social distancing guidelines). A win-win for getting outside and getting your essential errands done.
    3. At Home CompostStart a home compost. Many of us are already doing this. Check-in with your local trash service to see if they offer compost pick up. If not and if space allows, you can start composting in your backyard by purchasing something like a “Bio Monster” or “Worm Factory” bin and use the compost for your garden.
    4. Shop locally, eat seasonally. With stay-at-home orders in place during the opening weeks for farmers’ markets, your local market or farm might be offering pick-up or delivery!
    5. Play Earth Day Bingo! Get the family involved in this great activity from the City of Kirkland.

Getting outside is one of the recommendations for keeping COVID-19 at bay, as well as a way to maintain your mental health. We want our employees to stay healthy so we encourage you to get out and show your love for the planet, on earth day and every day!
