North Clackamas School District Bond Program Milwaukie, Oregon

From renovated and newly constructed facilities to fire restoration and seismic upgrades, the $503 million North Clackamas School District Bond Program delivered large-scale capital improvements across the district. Working closely with the district as owner’s representative, Otak led the development of concept scope, contracting, and budget to ultimately complete work on schedule and $900,000 under budget.

A Comprehensive Scope of School Improvements and Fire Restoration

The North Clackamas School Bond Program delivered improvements across facilities and broader school grounds while also addressing restoration needs at the Facility Operations Services (FOPS) Building following damage from a welding fire. Major projects included a relocated transportation center, construction of a new elementary school and the conversion of Rock Creek Middle School into Adrienne C. Nelson High School. Renovations at eight existing schools also expanded space for STEM initiatives. Focused on access to learning technology, enhancing school safety and seismic resilience, the widespread improvements included upgrades to ventilation, roofing, plumbing, windows, lighting, and energy efficiency. Addressing fire damage to the building for FOPS, which provides essential services across 47 district sites, getting work crews and administration back running as quickly as possible was a top priority. The team worked closely with district leadership, IT staff, and local utilities to evaluate operational needs, ranging from immediate vehicle maintenance to longer-term fire restoration. A concept, budget and schedule was developed to align fire recovery with the broader bond scope. That approach included portable buildings for administrative and ‘clean’ workshop spaces, repurposing an underutilized steel building for ‘dirty’ workshop space, relocation of office staff to an adjunct building, and the addition of Conex boxes for storage.
