Funded by an $8 million bond, a full renovation of the Astoria Library added a variety of improvements while also expanding public spaces for community use and the storage of historic artifacts from the Lewis and Clark expedition. As owner’s representative, Otak managed everything from the design team to a budget with multiple funding streams and the overall project schedule through construction for the City of Astoria.
Expanding and Enhancing Public Spaces through Efficient Bond Management
Originally constructed in 1967, the Astoria Library underwent significant upgrades focused on improvements to accessibility, technology, building systems, and seismic resilience. Expanded public spaces across the 18,000 square-foot building added to an existing children’s space as well as opening the basement for a new community room and archival document storage, including artifacts from the Lewis and Clark expedition that reached this area of the Oregon coast. The project used a construction manager/general contractor (CMGC) delivery method to involve stakeholders during the design phase, streamlining processes into construction. In leveraging that delivery method, the team facilitated all public project procurement of vendors, subconsultants, as well as construction management oversight. This approach allowed city stakeholders to attend to other ongoing duties while staying informed of project progress through systematic collaboration.
