West Quadrant Plan Charrette

The West Quadrant Plan is one subarea of Portland’s Central City 2035 (CC2035) Plan, which will update Portland’s long-range plan that guides the City’s growth in downtown and adjacent areas. The goal of CC2035 is to address challenges and opportunities in the Central City to ensure that this unique economic, transportation, cultural, and educational hub will continue to be a livable center of innovation and commerce into the future. A team of Otak's urban designers and planners assisted the City of Portland in planning and facilitating a week-long charrette that focused on Portland’s West Quadrant, which includes Downtown, South Downtown, West End, Goose Hollow, Old Town/China Town, and the Pearl District. As the culminating event of the concept development phase, ideas were generated and tested against the policies of the adopted CC2035Concept Plan.

The Otak team helped facilitate urban design, transportation, transit, open space, and development work sessions with city staff, stakeholders, and the general public. The outcome of these work sessions was used to start shaping an integrated vision and resilient framework plan that will guide the downtown’s growth for the next 25 years. The Otak team helped generate a powerful and inspiring mix of big and little ideas by utilizing Otak’s global perspective on cities through national and international experience.
