Kevin Dooley
For Kevin Dooley, a project manager at Otak, transportation is about much more than getting from one place to the next. To him, transportation design is an art form that involves creatively combining “what is known” with “what could be.” This approach, including a love for the outdoors and music, is something Kevin has been adding to Otak projects for more than a decade.
Having always had a love for design and the natural world, providing unique transportation and recreational experiences in this space is a natural fit. Those personal priorities are exemplified further as a member of the GO (Green Otak) and Operations Committee. Kevin’s artistic aptitude is combined with technical know-how and a passion for how plans become a physical reality. The result in an engineer who breaks the mold by looking past the numbers to deliver projects that turn transportation designs into engineering wonders.

Amanda Owings
The opportunity to take her career into a more creative space led Amanda Owings to her role as senior transportation manager at Otak.
For more than 20 years, Amanda has worked within all facets of transportation, from traffic signal review to accessible ramp designs. She now draws on that experience to design unique transportation solutions that are centered around the impact they have on existing systems and the broader communities her projects aim to service.
Amanda looks forward to growing an engineering team and mentoring younger engineers while performing quality control that ensures clients’ needs are met. From bike and pedestrian path planning to multi-modal design for roadways and development, Amanda facilitates discussions around how transportation-related infrastructure will intersect with land use goals, ADA accessibility, and overall future growth.
