City of Bend Public Works Campus Bend, Oregon
Spanning 35 acres of previously undeveloped land, the City of Bend Public Works Campus added a variety of facilities with room for further expansion and the aim of achieving net zero emissions status. Altogether the buildings add more than 120,000 square feet of new space. Using a progressive design-build (PDB) process, Otak led oversight of the project as owner’s representative to enhance collaboration and streamline delivery on the way to improving multiple city departments’ ability to serve the community.
A Progressive Design-Build Approach to Enhance and Expand Complete City Services
The Bend Public Works Campus consists of three primary buildings that bring together all the city’s previously spread out departments to a central location for enhanced collaboration. A 43,675-square-foot, three-story headquarters includes work as well as employee wellness areas, conference rooms, crew lockers, a main break room, and public lobby. Another building houses department vehicles and specialty shops. Warm vehicle parking and a large warehouse for tools, storage, and materials are found within that 64,500-square-foot facility while the third building provides fleet maintenance. A mix of public and secure parking and facilities for water quality (including decant and magnesium chloride storage facilities) are also found on the campus. Solar panels installed on roofs across campus structures are part of a design to be net zero. As part of the design-build process, guidance on the long-term facilities led selection of durable materials, equipment, a computerized maintenance management system (CMMS), and ensuring smooth building operations through handoff of O&M responsibilities to facilities staff.
