West Bull Mountain Concept Plan

Respected nationwide for its Urban Growth Boundary, Portland added the 500-acre West Bull Mountain area to the UGB in 2002. Washington County officials, seeking a concept plan for the area, selected Otak to lead the community planning effort by integrating land use, transportation, natural resources, sustainability and infrastructure elements for the area, plus 200 acres to an adjacent rural area. Otak provided overall project management and planning, as well as urban design, stormwater management and public involvement. The firm managed the integration of innovative solutions to complex engineering and transportation issues, and assisted the County with land use regulations. The Concept Plan was adopted by Washington County in October 2010.
