The Washington State Parks and Recreation Commission hired Otak for a variety of on-call environmental and wetland services for numerous park projects in Eastern Washington, primarily in the Columbia Gorge. Otak scientists conducted wildlife and rare plant surveys, wetland delineations and provided baseline environmental data and documentation. Otak fielded a team of wildlife biologists, botanists and wetland scientists, and led the effort for environmental regulatory compliance at the local, state and federal levels, including: SEPA, preparation of JARPAs for Hydraulic Project Approvals and Army Corps of Engineers permits, ESA compliance, Klickitat County critical areas ordinances and Columbia River Gorge Commission environmental requirements.
