Eastside MAX Station Communities Project

The City of Portland tasked the Otak-led team with indentifying the barriers to comprehensive transit-oriented development (TOD) in the areas surrounding six MAX light-rail transit stations and to recommend design, zoning and implementation strategies to promote complete station communities. The Otak team provided TOD land use and transportation planning services in neighborhoods that have not yet evolved into the station communities originally envisioned in earlier planning efforts. Finding solutions included evaluating the underlying economics of TOD redevelopment in the corridor. The recommended development strategies reflected that evaluation in suggesting changes to land use, catalyst redevelopment sites, transit stations and multimodal transportation facilities.
