This former DMV site was regarded as a key project to the Portland Development Commission's revitalization efforts in Northeast Portland. The in-fill development was to incorporate retail, residential and office space while promoting accessibility. Otak worked with the PDC to create an area in which the focal point congregates cars, pedestrians and a playground, making generous use of open space. Center Commons is now considered a model for transit-oriented development.
