Regional growth had overwhelmed Warrenton’s 45-year-old facultative lagoon system, so when more-stringent NPDES permit requirements went into effect and future growth projections surfaced, it was clear that improvements were in order. Working amid environmental and shipping-lane restrictions, Otak oversaw the installation of three new Sequencing Batch Reactor basins and nearly a mile of outfall pipe into the Columbia River. With this system, Warrenton can now accommodate population growth of 60 percent during the next 20 years.
