The Port of Seattle’s Phase 1 NPDES Municipal Stormwater Permit requires the development and on-going implementation of a long-term stormwater monitoring program. Otak developed the plan and is implementing monitoring programs including stormwater outfall monitoring, targeted stormwater program effectiveness monitoring and best management practice evaluation monitoring. The Otak team also developed Quality Assurance Program Plans for the collection of flow-weighted composite water quality samples and sediment samples. Results are analyzed to characterize stormwater discharges, determine pollutant loadings (outfall) and measure pollutant removal effectiveness.
