Mill Creek (Capitol Street) Bridge

The City of Salem selected Otak to design and manage the construction effort to replace the eighty-year old Capitol Street Bridge, a three-span structure crossing Mill Creek. The three-lane arterial is part of a vital couplet located next to the Capitol Mall, serving more than 17,000 vehicles each day. Otak was hired to provide construction management services for the bridge replacement, which involves strict adherence to environmental, historical, archaeological and hazardous material research, analysis and permitting. The eighty-year old structure was replaced under a full-road closure scenario, with strict construction time frames, restrictive vibration requirements, and extensive detour routing.
