As part of its Smart-Growth Outreach contract with the State of Oregon, Otak prepared a handbook for local governments in Oregon to use in reducing their carbon footprint. The handbook helps local governments and communities throughout Oregon understand how specific community development, land-use, and transportation techniques can enable us to reduce greenhouse gas emissions.
