Transforming a City’s Downtown

SW Burnham Street is functional for business prosperity, charming for pedestrians and bicyclists, and will serve growth in Tigard well into the future.
Otak initially prepared the Comprehensive Streetscape Project of SW Burnham Street that detailed on-street parking, large pedestrian walkways, and a new intersection at SW Ash Avenue. Those sketches were brought to life through a second Otak project in which we prepared construction drawings for the SW Burnham Street | Green Street. Otak provided field surveying, civil and stormwater engineering, landscape architecture, and utility coordination. After four years of design and construction, the City is completing its vision for downtown Tigard.
The City recently celebrated the grand re-opening of the street with a ribbon cutting, sidewalk chalk art contest, and other fun events. A few Otak staff attended the event to celebrate the great success of the project.
Today, Burnham Street is a generous roadway that accommodates automobiles and industrial-sized trucks, and a major first-response route and school bus routes. Otak designed a robust street section to accommodate a 16" water main and storm sewers around an existing communication duct bank. All other private utilities were coordinated and relocated into joint trenches beneath the street’s sidewalks. The space also required the careful placement of street trees, fire hydrants, driveways, stormwater facilities, and ornamental street lights.
The pedestrian space was enhanced through the incorporation of artwork and by increasing the sidewalk widths. Crossing lengths are reduced using bulb-outs from the sidewalk that double as stormwater treatment facilities. There is room to parallel park and to sit on embedded basalt benches. The project’s lighting features groundbreaking LED technology with programming that is sensitive to ambient light levels, time-of-day programming, and emits minimal heat radiance. These sustainable elements highlight Tigard’s commitment to a greener environment.
