About 70 people took part this week in the early stages of making a city plan for a largely undeveloped part of South Albany.

With the help of Otak, a Lake Oswego-based consulting firm working with the city planning division, residents and property owners got a chance Tuesday to think about and voice their preferences for what the area might look like in 20 years or more.
